God didn't want the people to have a monarchy like all the other nations. He wanted to be their King. But he relented to the people's demands to have a king and gave them the king they would want, Saul. However, God then steps back onto the scene to reveal to the people that a someone other than what they expected would be the ideal king for them, and the legacy of King David began.
